MacOS (Tahoe) has not fixed Safari ask-download-location bug

I was hoping that Tahoe wouldn't continue the issue I've had for about a year with Safari not allowing me to choose to have it ask me where to download. I change it, but the settings don't save the change. Is there a trick to overcoming this?
