Renewing iCloud subscription and recovering photos after cancellation

I was notified that my icloud 200G account was cancelled for lack of payment. I thought I had changed over all my accounts to new payment but missed this one. I cannot figure out what to do because icloud and apple are not very useful for this situation. I just want to renew my account and hopefully get my photos back.

Original Title: My icloud subscription was cancelled July 31. I only found out today. I use it to store photos but rarely visit it. I changed my CC in my account but they do not make it easy to renew. How do I do it?

settings - your name - payment and shipping - are you no able to add new payment?

Same settings as above - icloud -storage - change storage plan - are you not able to select one and enter your payment info?
