Reporting offensive content in an app

An app made by Masal in Istanbul has a user serving food to customers. But the customers swear at the use and call the user stupid when the order is filled slowly. And some of the characters ordering food look like stereotypes so combining the stereotypes with words like ‘ you’re stupid’ is just offensive. Why is it so hard to report an app like this?
