I like the free and open source editor GIMP (GNU Image Manipulation program). It has a bit of a learning curve but it's very powerful when you get the hang of it.
Photoshop? That's not exactly a photo editor-- it's more of a raster based picture manipulator. If you need a photo editor and you want to stick with Adobe, then Lightroom is pretty standard, and it is great with RAW image files. But for jpgs, Mac Photos is a darn good non-destructive editor, and, being part of the OS, it's way cheaper! Off course the major power of Photos is in its organization tools.
You don't really say what you're looking for…
What version of Photoshop are you asking about? I'm not sure the current version of it will run on an OS that old.
