Apple Photos in Tahoe will not allow third party editors?

I just upgraded to Tahoe and Apple Photos will not let me select a third party editor for photos. I can see them in the info icon and they may be greyed out, but can't select them. I checked settings and they are "allowed". Can't figure out how to fix this bug
