Unable to restore iPhone due to deleted iCloud backup files
No matter what I do, I can't restore my iPhone because I deleted its restore files.

You can restore it to factory settings, then set it up like a new iPhone→Restore your iOS device to factory settings - Apple Support.
- Next you can redownload your apps from the App Store.
- Then when you add your email accounts to the iPhone your contacts, notes, reminders and calendar events will be restored
- Anything you synced to iCloud (which is different from backups to iCloud) can also be restored
