There's nothing abnormal about this. A voice memo is NOT a photo and thus it doesn't even make sense why you would think it should be able to be saved as a photo? So, you can stop worrying now.

Sorry…I don’t get why you would expect to add a voice memo to your photo gallery. You could save it to Files.
Do the voice memo as a video. You can cover the camera. Of course, it takes more storage space than just audio, but you can record at reduced resolution to save space.
