my iPhone 8 Plus will not let me accept iCloud new terms and conditions. I get a Cannot Complete action message

I have an iPhone 8 Plus that is not synching my current Messages or emails from my iMac (M1, 2021) using my iCloud account. I have 2TB on the account.

My iPhone 8 Plus will not let me accept iCloud new terms and conditions. WhenI try to I get a "Cannot Complete action" message and think that this is the problem but no help from Apple or iCloud that I have been able to find. Help?
