Recovering permanently deleted photos after 60 days on iPhone

How do I recover a photo out of the permanently deleted after it’s been past 60 days

The folder is called Recently Deleted. You even get a warning before it will actually send it there to let you know it will only be there for 30 days. If you tap on Delete Photo, then it goes to the Recently Deleted folder for 30 days. If you open that folder it will even show you a countdown to when the photo will be permanently deleted. You have discovered what permanently deleted means, you cannot get it back.
