Apps wont download due to a billing problem wnd one is under dispute

I can’t top up App Store due to severe financial hardship because of a serious bereavement episode being 2 deaths in 3 weeks in my family.i have disputed 1 so called subscription and having $20 to my name.i can’t download any free apps and I may have made an error with privacy and security
