Locating stolen iPhone and restoring iCloud backup

hello, I am messaging to ask if you could help me, my iphone was stolen a week ago and I couldnt locate the exact directions i only could see the location. if you can help me get the exact directions i would be grateful. also my icloud account is not backing up my contacts or photos and files and i really need them and dont kn ow what to do.i dont know the reason this is not backing up is it because of logging into a mac laptop. I want to locate directions to my iphone j thats stolen and i need a way to restore whats on the phone to icloud.
