HomePod explicit content off feature

my son has his own apple account with all of the parental controls turned on. I have added him to our HomePod and turned off explicit content and have the personal content turned on so it recognizes his voice. His HomePod has him as the user and yet it will still allow him to play explicit music if he requests it.
