I’m trying to set up Apple Cash for my 11 year old but when I click “set up Apple Cash” I receive an error that Apple Pay services are unavailable. I’ve looked through all the troubleshooting tips. Everything else is correct. I’ve gotten this error for months now. I don’t see any type of age restriction. Why won’t this work?

Minors 13 to 18 can be setup with Apple Cash by creating an Apple Family Sharing group. Electronic Wallets are subject to the banking regulations of the country that issues the account. In the US the person must be at least 13. In other countries an older age may be required.
