Parent Control Screen time: How to stop accessing browsers thorugh aps

My child can access the browsers through in app links to the browers or youtube links, or instagram. I have Content and Privacy Restrictions on, I have Safari turned offI have Siri and Dictations turned off, and all Intelligense and siri turned off, I have web content turned to only approved websites, yet it will still open the web browser? How can I block this? I would like for them to have some of these aps but not get unrestricted access to the internet.
