If your new printer has a subscription service, yes, you will have to pay to use it. HP and various other printer vendors sell some of these. You can return the printer, and get a printer without a subscription service.

If your new printer also does not support AirPrint, I’d return it, and get a printer with AirPrint support. For printing from iPhone or iPad, you really want a printer with AirPrint support, too.

Or this printer-related charge could well be something else. Scam, or sketchy apps, or otherwise.

I don't know why you would either. But then you've provided not much for anyone to go on. What printer? What app are you being told you need to pay for? Is it possible you don't have a valid payment method on your Apple Account and you are just trying to download the app for your printer, but you are being told you need a valid payent method in order to download the app? If this is your situation, the app is likely free, but in order to download it from the App Store, a valid payment method MUST be on your Apple Account.

Ps: Your age has nothing to do with anything.

Can I guess that the printer that you use has told you that you need to use an app? Not all printers will print from iOS devices unless they are AirPrint compatible. If they are not compatible, then you would need to use a printer manufacturer's app, but I'm not aware of them having paid apps.

What makes you think you need to pay for an app to use a printer.
