No option to give app access to photos

When I got my new phone (iPhone 16 pro) after a little while of having it, most of my apps especially Instagram is not giving me the option to give access of my photos. This screenshot is of me going to settings>apps>instagram then I tried doing settings>privacy&security>

photos, and absolutely nothing

You will only see the option in Privacy & Security Settings for photos access after the app has already asked you for permission to your Photos. Each app determines when they are going to ask you for that permission. My suggestion would be to remove Instagram and download it again, then maybe the app will ask you for permission to access Photos.
