Photos duplicate utiltity not working with Tahoe?

It appears that the Photos duplicate utility is not working in Tahoe. I have it checking for the last 30 hours and states still checking. The last check I did was with Sequoia about 5 days ago and it found only one duplicate. But now the checking process in Tahoe never ends. Anyone else see this possible bug?
