Missing iCloud app on iPhone
iCloud looks to be offloaded and does not show up on my phone.

There isn't an app with the name "iCloud" on an iPhone. There is iCloud in Settings at Settings > [username] > iCloud.
There are also apps that sync with iCloud such as Files, Photos, Notes, etc.
If that doesn't help, please reply with more information on what you are looking for.
