macOS Tahoe: Short Cuts Menu Bar items do not show up in Menu Bar. Why?

Menu Bar System Settings > Menu Bar Controls > Add Controls

Click on the Shortcuts button and select Add to menu bar from the popup menu.

To be clear, are you talking about how folder shortcuts drug into the Menu Bar no longer show as folder icons, but rather, something like this?

If so, I would also love to solve this problem. I have multiple folders in my Menu Bar but in macOS Tahoe they all look exactly like this. I'd like them to maintain their color/icon or at least show as a folder icon. As it is, they get lost when I minimize documents and emails.

That is the Dock, not the Menu bar. That is the icon of an alias to something. The Dock has not been able to display the actual icon in quite some time.

For me, I found a way to display the control in the menu bar, but it doesn't do anything except (other than briefly highlighting if I click on it) take up space
