Apple Devices PC Backup not Restoring iMessages

I recently backed up my iPhone 13 pro and then used that backup to setup my new iPhone 17 pro but, none of my old messages get restored. My iCloud data was at maximum capacity so I backed up my phone on my PC using the Apple Devices app.

I selected the option "A full back up of your iPhone will be stores on this computer" and selected the Encrypt Local back up function with a password.

Everything else got restored including my photos and apps.

In the storage tab, it says that messages still takes up 11 GB. I've waited time, but nothing has come back. When I click " pictures" and "videos" in storage tab in settings, nothing pops up despite it saying it is taking a couple GBs each.
