on my iphone there is a apple ID suggestion tab saying i need to accept it so i can get my upgraded icloud storage but it wont let me, it loads for a couple seconds then says cannot be completed at this time i cant update my phone because i have no storage.

I would see if it works on the web. Open Safari or your browser of choice, go to icloud.com, and sign in with your Apple Account. The website should then prompt you to accept the new terms and conditions.
Same problem with accepting T&C's via my iphn-SE.gen2 (2021)... would not accept the 'Accept'.
Searched thru a lot of everyone else's experiences...recommendations... == NOOO Joy !! Did the 18 update

This my first attempt at trying icloud as I had no need of it. Then I wanted to back up only 'contacts' this week.
My Apple logon works fine via PC.W10 iTunes....can PC bkup ok... just not able to get in via my iphone SE.
So. Finally took a different tack? Tested getting into iTune Store via iPhone SE and was all iGood doing that.
The T&C's accept flew ... got in ... then magically I could access iCloud dialog. My iProblem iSolved.
