"Device is unreachable" error when trying to transfer photos to Windows 10

I recently was trying to import my pictures from my iPhone XR to my Windows 10 desktop computer. It found the images fine but when trying to import them, for every file it said the "device is unreachable". I have never had this issue before. I tried changing the transfer setting from Automatic to Keep Orignals and it still has the same error message. Now the device is not even showing up on file explorer when I plug it in and allow it to trust the device.
