Add Credit Card to Apple Wallet

I have confirmed and verified with my card issuer and everything is legit, but I still cannot add a card into Apple Wallet. The card issuer confirmed with me that her system shows that the card has been added, but it is not showing up on my phone. I tried reading the chip, I tried entering the information manually. I closed and reopened the app; and I shut down my phone and turned it back on. I checked Screen Settings and there are no restrictions in place. I don't know what to do. Any help would be appreciated. Thank you.
