SOLVED!!!
I created an empty folder and synced my photos and videos to it using Finder.
When pictures are transferred by cable from a computer to an iPhone, those pictures can't be deleted from the phone because they are not under the control of the phone's Photos app. They have to be deleted by the computer. This is done by transferring an empty set of pictures to the phone, replacing the last ones sent there with nothing.
