When I turn my Mac mini on, the led light comes on but doesn’t boot up (nothing on the monitor).The led then goes off then flashes on again after a couple of seconds and just repeats this, I have unplugged everything except the monitor and still does the same.

Flashing LED confidents RAM is something wrong. If your Mac mini has RAM slots, reseats RAMs or replace RAM sticks. If your Mac mini doesn't have RAM slots, I mean RAMs are soldered on the logic board, you would need to replace logic board at Genius Bar or Apple Authorized Service Provider.
Anyway you should contact Apple Support and ask about the circumstance you face with.
