“The Itunes store is unable to process purchases at this time”

I have two ios phones and whenever I add a payment method it always says "the itunes store is unable to process this as of the moment. Please try again later" it has always been like that and I already checked the system status of apple and everything is okay. I don't understand what's happening here.
