Setting up a new Mac Mini from an old Mac Mini
I am about the switch from my older Mac Mini to my new one. Will I need a monitor for each mini while I do the setup process?

Yes, if you are migrating directly from the old mini to the new one. See Transfer to a new Mac with Migration Assistant - Apple Support for more information.
BUT ... as has been said before, if your old mini is Intel and your new mini is Apple Silicon, it's best not to migrate but to install the new mini from scratch on its own.

No, not if you use your old Mac mini’s Time Machine backup to migrate to the new Mac mini.

Simply follow the instructions in Setup Assistant and Migration Assistant and you will be fine.
I tend to agree with suggestion from @den.thed
One caveat if you please
One Size does Not fit All
If the new computer is going to be the Apple Silicon Computer - would suggest Only Migrating the User Account and nothing more.
Some have had success and usually they are well seasoned veterans who are well versed in trouble shooting
Others have been left with a mess when Migrating everything.
Issues that may have existed on the older computer will be migrated to the New Computer.
This would badly pollute the new Original and Pristine installation of the new OS.
Applications, extensions and Software Drivers may or may not even work on the new computer.
IMHO - it would be best to only install new application etc Directly from the Developer or the Apple Apps Store.
Due Diligence on New Applications and make sure they are Sequoia compatible and factor in the ARMs CPU of the Apple Silicon Computer
