If you had iCloud Photos turned on prior to your phone dying they should still be available once you signed into your new phone with the same Apple ID/iCloud account regardless of if you used your iCloud back up during set up.

Sign in to your new iPhone with your Apple ID, go to Settings > [Your Name] > iCloud > Photos, and then turn on Sync this Device. Your photos will then begin to populate in the Photos App.
