Can't transfer Transit Card onto new phone from old broken phone

Old phone (iPhone SE) is broken and won't turn on. I still have it. Have a new phone (iPhone 8), and have transferred successfully all of my bank cards onto new Wallet. However, my Beijing Transit Card, which still has money on it, cannot be transferred, even though I removed it from the old broken phone. Is there any way I can retrieve this card, or at least get the money back? It says the card is unavailable because it 'can't read the information on the old device' or something to that effect.
