Device Limit reached for my apple wallet

I was adding a card onto my apple wallet and it said that the card has been added to the maximum amount of devices and I never added this card to any of my other devices, again, zero of devices have this card. I only use my phone for the payments. And I think this error is wrong about the maximum amount of devices it would be added in.
