Apple wallet adding drivers license stuck in pending verification status
georgia dmv has status approved, but Apple wallet still states pending verification

Check with the Georgia DMV. Apple doesn’t really actively get involved in adding the DL’s.
The process is basically done all on your iPhone and doesn’t involve Apple. Upon successful verification, the state DMV issues a digital version of the ID. This credential is cryptographically signed and sent back to the user’s iPhone. Stored locally in the Secure Element (a tamper-proof chip on the device). The credential is not synced to iCloud, nor backed up.
