How do I create a separate Apple Account for my new iPhone?

I need to separate my two laptops. hubby only has a gmail but uses my apple account this allowed him access to the MacBook Air when I reset it. Now He is buying an iPhone gasp??? he has no apple account no apple iCloud email either so and we tried to get one but subsequently failed How does he get his own apple account , TRIED numerous times but failed links don't work code does not come or come out of time limit.

First he needs his to establish his own email address which has NEVER been associated with any Apple Account

(This includes being a “Notification email” for your account)

Highly Recommend that this be a non-Apple email address so as to allow him to communicate if his access to Apple services is ever interrupted.

Suggest that this also be an email address NOT used for any other purpose beyond communicating w/ Apple. (This greatly reduces his phishing attack surface)
