SOLVED:
Safari is using desktop mode on my iPad to airplay to Apple TV. Change this setting to mobile mode (also helps to turn off the default “Request for Desktop Version “.
there is a bug with the conversion for some reason but when I use mobile version of safari on iPad my language holds to English.
