An under-purchased storage configuration trades off the added effort managing local storage for the lower purchase price, including the added effort involved in making room for updates, and the effort involved in chasing down long-fixed issues when updates are deferred, and the risks of corruptions when storage fills, and security issues for known fixes.
When an update requires added storage, offload your data somewhere, update, and reload your data or whatever of it now fits on the Mac as apps and macOS and our own user data usage all only tend to expand.
Choosing a macOS update is mostly still possible, but loading the default macOS 13.7.6 that will be offered is most appropriate for a Mac still running macOS 13, and not upgrading to current macOS 15 (currently 15.5) for whatever reason or limitation:
