I would try doing some house cleaning and remove the bulk of what ever is going on there....and compare your results.
Put files and or folders in appropriate directories affording yourself less clutter on the desktop(?)

I have an Images and Screenshots stack. Your animation is too brief and without description to indicate what issue you are having with Stacks. I see no bug in Stacks with my M4 Mac Mini Pro and Sequoia v15.5.
Turn off Stacks. Reboot your Mac. Re-enable Stacks and Group them by Kind as I do.
