Hey,

If you’re seeing “contact card issuer” but they say everything is fine, try these:

  1. Remove the card completely from your Wallet if it’s partially added.
  2. Restart your iPhone again.
  3. Check if your Apple ID region matches your bank’s region.
  4. Make sure your iOS is fully updated.
  5. Sometimes contacting your bank again and asking specifically about Apple Pay activation helps.

If none work, contact Apple Support for help.

Banks and Payment Network Operators (Visa, MasterCard, American Express and Discover) don’t know it’s your boyfriend or a fraudster. It’s never a best practice to add a card to another persons device, even to test.

Does the bank have a mobile app? Can you add the card via the app or your online account with the bank? Either method bypasses some of the anti fraud measures in place by Apple and the PNO.

Please contact the bank and escalate the issue to a higher support level. When the banks app is used to verify the card and device, it bypasses the majority of Apple’s security measures. Apple still shares some basics about your Apple Account (formerly Apple ID) and your device shares some of its settings and usage data. You can learn more in the support article I linked to below.

I suspect it’s the PNO blocking the card. If they continue to be unable to resolve the issue you can try contacting Apple Support and start with remote diagnostics of the device to eliminate the chance its hardware related.
