Some icloud data isn't syncing

I receive daily (sometimes 2x daily) messages that some icloud data is not syncing - data on Health and Maps especially. Both of these apps are tuned-off on my MacBook Air M1 and my iphone 15. When I click resume data sync, it it only activates a request to sign-in with 2FA. This is nonsense. Data sync and 2FA are separate systems. If Apple is desperate for us to use 2FA, daily messages that some icloud data is not syncing is not the way to get us to use 2FA.
