This is the responsibly of the issuing bank. You were likely given incorrect information. Some banks require that their card be added to your Wallet app only via their own app.
Did you try adding the card by using your camera to scan the card (usually first option)? If that didn't work then try adding the card manually by manually entering the card information, making absolutely sure the information is correct.
This not an Apple Pay wallet issue. Your bank accepts or rejects the information provided, not Apple.
Is this ‘new’ card a replacement of a lost, stolen, or compromised card. If the previous card is already in your wallet you should remove it and try entering the new card again.
