How and where do I download an older version of iTunes?

There are links to many older versions in my user tip Troubleshooting issues with iTunes for Windows updates - Apple Community. That said, what is that you want to achieve? An older version won't be compatible with your current library. Some of the features that used to work in older builds may no longer be supported if they rely on Apple's online services to function. In general you should install the current version or, if that one has a bug that manifests itself on your system then perhaps the first or second build previous to it.
Note that if you install any of new suite of apps; Apple Music, Apple TV or Apple Devices, these will hijack iTunes limiting it to managing audiobooks and podcasts. I don't know which, if any, builds of iTunes are immune to this behaviour.
