iCloud storage is storage on Apple’s servers, used for synchronization and backups.

if you have a lot of photos and videos, and are using iCloud Photos on your phone, with “Optimize iPhone Storage” turned on on your phone, that can save some device storage compared to keeping full-size copies of all of your photos and videos on your phone.

But iCloud storage doesn’t expand device storage, and in many cases, synchronized data will take up space both in iCloud and on your phone.
