Contacts is not synching to iCloud on iPhone

using iphone 16 pro max, trying to sync contact to ipad mini 7 but phone contact never update to icloud. i have never seen it update to i cloud ever since i purchased my first iphone which is like 15 years ago. icloud contact is still same as it is 15 years ago and never updates from phone contact even tho it is set to sync. same thing with my old previous phones which is all iphones and i never seen contact update to icloud, instead icloud sync phone contact to old contact which is saved somehow 15 years ago. so i deleted the icloud contact and try to upload contact from phone which obviously never work.
