Unable to sign in to my iCloud account

I get this: I put in my password, it sends the code to my phone, i put the code in and then I keep getting this:I've changed my password but nothing works.

I spoke to an Apple technician, and we removed and redownloaded iCloud for Windows and it seems to be working now.

How were you able to sign into this forum, it requires your apple id and password?
