Why don’t my apps sync between my Apple devices?
When I download an app on my iPhone, it does not show up on my iPad Air and vice versa. Shouldn’t that downloaded app show up on my other Apple devices?

Only if the developer develops the app to function on both devices.
There is a small section with icons on an app's App Store page that alerts you to which devices the app is designed to work on.
