App transfer from old Ipad doesn't complete (Gmail doesn't complete)

I am trying to help a friend of mine transfer all his Apps on his old ipad to a new one. We were able to figure out how to clone the apps and data from his old Ipad to his new one, as each one transfered the new one would go from grayed out to complete. However his gmail app is still grayed out and we have waited a whole week for this to complete. He is going to try to reboot both devices, we will see what yhappens next. Has anybody else had this problem?
