If I have have an iPhone running iOS 18 and using the new Passwords app to manage my passwords, and I have an old iPad running iOS16, using keychain to store passwords, can the passwords be synchronized through iCloud?

Yes, it’s all on iCloud and it will sync, just different programs to view it with.

Yes. And as Gandolf243 stated, they will just have to be viewed in different places. On your iOS 16 device, you can view them in Settings > Passwords. On your iOS 18 device, you can view them in the new dedicated Passwords App.
