How can I get rid of persistent zombie tabs in iCloud Safari?

Hi Apple community,

I've got the worst case of zombie tabs in Safari I've ever seen. There are two tabs for news articles I read months ago that keep coming back on my Mac claiming to be open on my iPhone that I just cannot kill. I've tried resetting iCloud sync, deleting history, creating a new library folder in Finder, just manually closing them again and again. Nothing is working, and they're driving me insane. Apple support has told me that I've tried everything they recommend, but it's not fixing the problem.

What else can I try!?

No such thing as.plist that I can see.

Support wanted me to do the trick where you turn off tab syncing on both devices and clear history on the one with the zombie tabs before re-syncing. I've tried that numerous times, and while it usually does the trick, it isn't getting rid of this pair of tabs.

I've also tried renaming the whole Safari folder at the location you mention, and I thought that did fix it, but the tabs still came back.
