This is a user-to-user forum. Neither we, nor Apple, control the ban. Snapchat is the one who banned your device, and only Snapchat can unban it – if they choose to do so.
If you have been trying to evade account suspensions or bans by creating new accounts, that is very likely to be the reason WHY Snapchat banned your device. If you try to evade a device ban by logging in from another device, and they associate that with you, you may find that they are quick to ban your new device as well.
If you are lucky, this ban may be temporary and Snapchat may one day allow you to use their service again. But I'm not going to promise that the ban is temporary. It may well be permanent.
Either way, this is between you and Snapchat.
