In the iOS/iPadOS Weather app, do the precipitation bars show probability or intensity? That is, does a high bar mean that it's highly likely, or heavy rain/snow?

The weather App on an iPhone will show 2 different graphs.
Amount of precipitation in inches and feet and chance of precipitation in percentage.
On an iPad, it only shows the amount graph.
And here, all along, I thought it was the app showing a deviation from the truth… like the weather version of a lie detector.
