Having trouble trying to connect a train pass card for my travel to jpI keep getting this and I cannot understand what it means, most guides I searched just said to click the + button on the top right but it still shows this prompt, most of those guides are also 1yr old and I cannot find a recent one

The issue is all the mismatches. In order to add a card, your iPhone’s region setting must match your physical location. Then a bank in that same location may permit you to add the card to Apple Wallet app. Some banks outside the region may permit adding the card, but most consider the fraud risk too great.
currently at jp rn, region set at ph, I dont use a vpn
