Playback of iOS 18.3.1 videos are automatically muted

all videos on iphone are automatically muted even though ringer is on and there isn’t any focuses in use. I’ve looked for settings to allow microphone use and photos don’t have a section. In settings>photos I’ve looked for anything to suggest mute. The playback of videos I’ve toggled. is this expected behavior?
